Downs judge files complaint against city

Cramped quarters inside Ruidoso Downs City Hall and consisting of 132 square feet of space in which Municipal Court Clerk staff must conduct business, is part of a complaint filed recently by Judge Harrold Mansell, right, against the City. Mansell said the court is located in offices assigned to it 10 years ago, during which time casework has increased significantly. He said the space is neither private nor secure and leaves the city vulnerable to lawsuits. His tort notice lists interference by city managers in personnel issues and neglect of budgetary procedures and requests as further cause for complaint. Social Services more accessible

The North Potomac Street entrance of the Washington County Department of Social Services is now accessible to individuals who utilize wheelchairs, walkers and other mobility aides.

The installation of an exterior ramp to the building, automatic doors and an interior ramp will enable those who have mobility restrictions to access the front lobby.

Citizens who require special accommodations should call 240-420-2100 so efforts can be made to meet their needs.

The Washington County Department of Social Services, at 122 N. Potomac St. in Hagerstown, is a field office of the State of Maryland Department of Human Resources under the direction of Gov. Martin O'Malley and Lt. Gov. Anthony Brown.

UCLA Taser Student Files Suit

It was roughly 2 months ago when Mostafa Tabatabainejad was repeatedly hit with a Taser gun after failing to initially comply with UCPD officers in an on-campus library. He is suing UCLA, UCPD, as well as the officers involved in the incident. The suits allege that the officers used excessive force, illegally used their Taser equipment, and violated the Americans with Disabilities Act -- Tabatabainejad's lawyers claim that the officers were informed and therefore aware of his bipolar disorder.

This case will not be so clear cut, since UCPD policies do not restrict the use of Taser guns when a person is handcuffed. The conflict rests on both sides of the law however, since according to Tabatabainejad's counsel, the Constitution will describe how the use of Taser gun on a "passive subject" is illegal.


Helping Out Guide 02/03

Cosmopolitan Club. The 50-year-old Cosmopolitan Club's free loan fleet has over 650 wheelchairs, walkers, canes, crutches, bedside commodes extensions, shower curtains, benches, etc. For loan items or for donations of items, contact any Cosmopolitan Monday or Tuesday evenings at the club or call 335-1700.

SPCA. The SPCA of Northeastern NC is looking for volunteers. Please stop by the shelter at 100 Wilson St. for an application or call the shelter at 338-5222 for the many ways in which you may help. Hours are Monday thru Saturday from 10 a.m. to 4 p.m. and Sunday from noon to 4 p.m.
